Elena Quiroz-Livanis

Deputy Secretary, Maryland Higher Education Commission • CCRC Advisory Board Member

Elena Quiroz-Livanis is the deputy secretary of the Maryland Higher Education Commission, where she develops higher education policy for the state. Quiroz-Livanis also oversees partnerships with national student success and research organizations and works to strengthen the relationship between K-12 and higher education in Maryland to improve access to college.

As deputy secretary, Quiroz-Livanis is primarily responsible for updating the State Plan of Higher Education, which includes developing new attainment goals and creating a plan for achieving them in partnership with colleges and other state agencies.

Until mid-2024, Quiroz-Livanis was the chief of staff and assistant commissioner of academic policy and student success at the Massachusetts Department of Higher Education, where she worked on transfer and developmental education reform along with overseeing the department’s Equity Agenda. She also serves on the Beyond Transfer Policy Advisory Board.

Quiroz-Livanis is a doctoral candidate in the Higher Education Program at the University of Massachusetts Boston.
